The Confederacy of Treaty Six First Nations of Alberta is responsible for administering this agreement on behalf of the First Nations in Treaty Six territory. The Cold Lake First Nations, Human Resources Department, is responsible for administering the AHRDA Mandate at the First Nations Level

This Agreement does not prejudice, affect, decline, or limit existing Treaty Rights, land claims, or relations between Canada and First Nations people.

Canada, in furtherance of its Aboriginal Human Resources Development Strategy, wishes to support this initiative and has agreed to provide financial assistance to support the costs of the programs.

The AHRDA is administered through the Confederacy of Treaty Six First Nations office, on behalf of the seventeen First Nations. The Confederacy of Treaty Six First Nations office distributes the HRDC dollars received to the seventeen First Nations of Treaty Six, thus allowing for Program dollars to reach the First Nations to design and deliver programs and services targeted towards the grassroots people.
